Process Definition
Defining activities is basically the process of breaking down the requirements into actionable, workable units. This allows the base level work packages to be turned into activities that can be assigned costs, resources, scheduling, execution, monitoring and controlling methods.

Process Assessment
Defining activities is the point in the planning process where specific task assignment really takes place. The work packages are broken down into something that can be related to activities that can be action upon. This allows the assignment of resources and a more precise cost breakdown to occur.

Milestones, like deliverables, are scheduled and structured within the WBS.
