12.2 Conduct Procurements
Process Definition
Conduct procurements is the active process of selecting vendors and awarding contracts. This processes intent is to make sure potential customers have an opportunity to bid in fairness. Ethics is the basis on which most of the procurement related principles to maintain fairness, integrity, and transparency.

Process Assessment
Procurement issues often have to do with rules, regulations, fairness, or confidentiality. Depending on what the issues are, experts from the ethical or legal department might need to be involved to resolve the issues. Common tools and techniques to conduct procurements are Bidder Conferences, Proposal Evaluation Techniques, Independent Estimates, Expert Judgment, Advertising, Analytical Techniques and Procurement Negotiations. All of the above tools and techniques are needed to conduct a successful procurement. Independent Estimates, Expert Judgment and Analytical Techniques are the critical tools.
(Inputs) Procurement Statement of Work
The procurement statement of work defines the scope related to the contracts required. It will allow potential vendors to determine if they are capable of meeting the procurement requirements. (Tools & Techniques) Analytical Techniques
