8.1 Plan Quality Management

Process Definition
Planning Quality Management includes the process and activities of the performing organization that determine quality policies, objectives and responsibilities so that the project will satisfy the needs for which it was undertaken. Plan Quality Management uses policies and procedures to implement, within the projects context, the organization’s quality management system and as appropriate, it supports continuous process improvement activities as underlain on behalf of the performing organizations. This addresses the quality of all deliverables for the project no matter how small or large.

Process Assessment
Project execution is a dynamic process. The project manager must communicate, meet on a regular basis, and adapt to changing conditions. The Quality Management Plan and project manager may require modification to ensure that project objectives are met. Balance needs and expectations of customers and stakeholders with cost, schedule, and professional standards. Evaluate the costs and benefits of selected quality objectives and the processes to be used to achieve objectives. Project teams will need to perform independent technical review, management oversight, and verification to ensure that quality objectives are met consistent with District Quality Management Plans.

(Inputs) Risk Register
The risk register can depict information on threats and opportunities that could potentially impact quality planning. This example is from a group project in PMGT 613 Assessing and Managing Project Risk, written by Jeremy Curbey, Kevin Bundi, Benjamin Lundy, Sonya Slater, and Domingo Tuckler.

(Tools & Techniques) Seven Basic Quality Tools
The seven basic quality tools are used to solve quality related issues that could arise. This example is from a 7QC paper I wrote in PMGT 614 Planning, Directing, and Controlling Projects.

This document describes how the organizations quality procedures and policies will be implemented. The example is an excerpt from a group project in PGMT 611 Anatomy of Project Organizations, that was written by Jeremy Curbey, Domingot Tuckler, and Reese Darlington.
